Yes, usually when I am trying to get activity for a petition going I provide people with copies of a letter that they can send in (so they have the verbiage ready) and in some cases I hand willing signers an already stamped envelope along with a copy of the letter that they can send with their own information written in at the bottom.

Unfortunately this is the best way to ensure that people actually participate - even the most well intentioned generally lead very busy lives these days and something like mailing a petition in can just slip from their minds.
